一、乳制品进口报关-鲜奶、液体奶进口清关所需资料：

1、国外产地证、卫生证、输华乳制品证书；

2、进口食品境外出口商或代理商发货人备案编号；

二、乳制品进口报关--进口乳制品税率：

1、婴幼儿配方奶粉，进口关税：5%，进口增值税13%；

2、特殊配方婴幼儿奶粉，进口关税0，进口增值税税率13%；

3、脱脂牛奶，进口关税：15%，，进口增值税13%；

4、未浓缩的乳及奶油，进口关税：15%，进口增值税9%。

5、加糖固状乳及奶油，进口关税：10%，进口增值税13%。

6、酪乳及其他发酵或酸化的乳及奶油，进口关税：20%，进口增值税13%。

7、其他乳清及改性乳清，进口关税：2%，进口增值税9%。

三、进口乳制品清关--进口乳制品报关注意事宜：

1、只有在中国海关注册的境外乳制品生产企业的生产的乳制品方可进口，企业进口前需要确认国外生产企业是否在准入名单里。

2、海关对向中国出口乳品的境外食品生产企业实施注册制度，境外生产企业应当经出口国家或者地区政府主管部门批准设立，符合出口国家或者地区法律法规相关要求，境外生产企业应当熟悉并其向中国出口的乳品符合中国食品安全国家标准和相关要求，并能够提供中国食品安全国家标准规定项目的检测报告。

3、进口乳品的境外出口商，商，应通过“进口食品化妆品进出口商备案系统”进行备案；进口乳品境内收货人，应当于乳品进口前通过“进口食品化妆品进出口商备案系统”进行备案并取得备案编号。

4、部分需要办理检疫审批手续的进口乳品（例如：生乳、生乳制品巴氏乳或以巴氏工艺生产的调制乳），在入境前需要向主管海关办理检疫审批手续，取得《中华人民共和国进境动植物检疫许可证》后，方可进口。

5、乳制品进口需要办理自动进口许可证，在申请进口许可证以前，需要办理土畜商会大宗农产品企业备案手续。

3. Overseas exporters and merchants of imported dairy products should register through the "Import Food and Cosmetics Import and Export Merchant Registration System"; The domestic consignee of imported dairy products shall register and obtain a registration number through the "Import Food and Cosmetics Import and Export Merchant Registration System" before the import of dairy products.

4. Some imported dairy products that require quarantine approval procedures (such as raw milk, raw dairy products, pasteurized milk, or formulated milk produced using pasteurization technology) need to go through quarantine approval procedures with the competent customs before entering the country. Only after obtaining the People's Republic of China Entry Animal and Plant Quarantine License can they be imported.

5. The import of dairy products requires the application for an automatic import license. Before applying for an import license, it is necessary to complete the registration procedures for bulk agricultural product enterprises under the Soil and Animal Husbandry Chamber of Commerce.
